In recognition of the issues highlighted in its report, the Commission advocates "increased federal investment in areas critical to our national global competitiveness and a renewed commitment to attract the best and the brightest minds from across the nation and around the world to lead the next wave of American innovation."

In support of those goals the commission makes several recommendations, including

• addressing "immigration policies specifically aimed at international students
• "greater emphasis on international education, including foreign language instruction and study abroad."
