Iraq's Neighbors:
Iran - The Study Group Report describes Iran as having "the most leverage in Iraq," with, "long-standing ties to many Iraqi Shia politicians." While this would seem to breed support for the new Iraqi government and its Shia majority, "Iran appears content for the U.S. military to be tied down in Iraq, a position that limits U.S. options in addressing Iran's nuclear program."

Syria - "The Syrian role is not so much to take active measures as to countenance malign neglect: The Syrians look the other way as arms and foreign fighters flow across their border into Iraq."

Jordan and Eqypt - Jordan has trained thousands of Iraqi police" and "Egypt has provided some limited Iraqi Army training." Both nations "provide important cooperation on intelligence."

International Community:
U.N. - has a "small presence" in Iraq. It has "assisted in holding elections, drafting the constitution, organizing the government, and building institutions."

27 individual countries have military personnel in the coalition forces, which number 16,500. 7,200 of those are from the United Kingdom. In addition to the troop contribution, "the United Kingdom has a substantial diplomatic presence, particularly in Basra and the Iraqi southeast."
